Harbor Master

The chief authority over the entire island's ports, docks and maritime commerce, responsible for regulating all activity within the harbors. The Harbor Master oversees dock operations, customs, tariffs, ship registrations, and the orderly flow of goods and vessels, ensuring that trade remains both prosperous and lawful.

Acting as the ruler's representative in matters of seaborne commerce, the Harbor Master coordinates with merchant guilds, naval officers, and port officials, maintaining the infrastructure, safety, and efficiency of the island's lifeline to the wider world, as well as being responsible for collecting taxes and managing the finances of the island.

They fill a role broadly comparable to a Lieutenant within mainlander hierarchy, a trusted subordinate who executes the strategies laid out by the higher command of the Lord of the Tides.

Diplomatic Relations To Other Realms

Realm Description

Once known as the Couslands of Eileaniar, the noble house now remembered as House Eilean began as a cadet branch of House Cousland. Its founder, William Cousland, rose to prominence following the annexation of the southern Caorrani Island in service of the Duchy of Gallaran.

Recognizing the strategic and economic value of the island, particularly its rich metal deposits, William divided it into two subrealms: Eileaniar in the east, which he claimed as his seat, and Eileaniòn in the west, which he granted to the Forthgard family, longstanding allies of the House.

However, this harmony proved short-lived. In a stunning betrayal, Michael Forthgard and his kin broke faith with William, allegedly conspiring with rival duchies to claim independence. The Forthgards were swiftly cast down, and Eileaniòn was awarded to a trusted noblewoman and staunch royalist.

Upon William's death, his son inherited Eileaniar. A man of vision and ruthless ambition, Loghain soon launched a bold campaign to conquer the twin subrealm, claiming that only a united island could stand against foreign ambitions and internal sabotage. He appealed to the Crown with fervor, arguing that the region's wealth and position warranted direct recognition as a realm under the King, not as a subordinate land parcel beneath distant lords.

Over several grueling months, through battlefield brilliance and covert schemes of espionage and subterfuge, Loghain defeated the Mairtain forces and pacified the region. To prevent further civil unrest and impressed by Loghain's military genius, King Cailean the Undying intervened. He named Loghain the ruler of the United Counties of Eileaniar and Eileaniòn, on the condition that he swear eternal fealty to the Crown and relinquish all ambitions beyond the island.

As the new unconstested ruler of the entire island, Loghain I quickly became one of Caorran's most formidable military minds. His consolidation of the twin counties was not only a strategic triumph but also a symbol of his commitment. In recognition of his achievements and as a declaration of his new legacy, he renounced the Cousland name and established House Eilean, a new dynasty forged in steel, loyalty, and ambition, named after the island he conquered and vowed to protect.
