To all sovereign powers and realms, and to the citizens of the Imperium:
Let it be known that the territory formerly known as the Kingdom of Caorran has descended into civil strife, instability, and foreign entanglement. In recent months, what began as an internal political crisis has been inflamed by external actors, whose influence—material, military, and diplomatic—has threatened not only Caorrani self-determination, but the peace of Asrian Civilization.
Foreign intervention in Caorrani affairs has led to a prolonged civil conflict with no lawful end in sight, endangering the populations of the region and jeopardizing long held ties to the Imperium Asraniae. The deteriorating situation now demands a response—measured, lawful, and resolute.
In consultation with magistrates, tribunes, and generals, and in accordance with the emergency powers vested in the Consular Office, Consuls Balfreid Sigerica II and Gniewomir "The Unifier of The Hus" have jointly resolved to bypass the full vote of the Senate—as permitted by precedent in times of crisis—to initiate a military intervention into Caorrani territory.
This action is approved by Imperator Aurelian Aeternus Avalon, and is undertaken in the name of the Senate and the People of Asadale, with the following goals:
This is not an act of conquest, but of responsibility. This is not an imposition of will, but a defense of order. This is not a seizure, but a return to harmony within the western sphere.
The Imperium acts reluctantly but lawfully. It seeks neither vengeance nor exploitation, but a durable, just, and honorable peace.
